What to say at an Italian anagrafe (dichiarazione di residenza)

You move in. Then you have twenty days to tell the comune. The national registry portal is the official path: send a dichiarazione di cambio di residenza to the anagrafe of the municipality you now live in. Extra-EU residents attach the permesso di soggiorno. The comune registers the declaration within two working days, then has up to 45 days to check that you actually live there.

The Italian anagrafe phrase page has the short lines for the queue. This is the declaration. Use the Anagrafe Nazionale page for a change of residence when you can file online (SPID, CIE, CNS or eIDAS). A typical municipal checklist — Genoa's cambio di residenza — still wants identity, the permesso or the renewal receipt, and proof you occupy the flat.

This is not the Questura appointment for a first permesso di soggiorno. That is a different building. Do both if both apply. Telling the Questore a new address is a separate immigration duty from the anagrafe form.

Booking and the folder

Some comuni take the form at a window. Some want it online first. Ask before you queue.

• Vorrei iscrivermi all’anagrafe. — I want to register at the registry.
• Devo fare la dichiarazione di residenza. — I need to file the residence declaration.
• Bisogna prendere appuntamento? — Do I need an appointment first?
• Ho portato il contratto. — I brought the contract.
• Ho il permesso di soggiorno. — I have the residence permit.

Bring a photocopy of the lease or the host's details. The portal asks for cadastral data if you own the place, or the lease details if you do not.

At the desk

Buongiorno. Folder first. They will ask who lives in the household and whether the other adults have signed.

• Quali documenti mi servono? — What documents do I need?
• Non capisco questo modulo. — I do not understand this form.
• Può ripetere più lentamente? — Can you repeat more slowly?
• Il verbale della polizia locale arriva per posta? — Does the local-police check come by post?

Do not argue the 45-day check at the window. Ask what they still need and leave with the receipt of the declaration. Legal effects start from the filing date if the file is complete.

If they send you away

• Quale documento manca? — Which document is missing?
• Posso tornare domani con la fotocopia? — Can I come back tomorrow with the photocopy?
• Vengo a ritirare il certificato. — I am here to collect the certificate.

An anagrafe morning is a form and a wait. The Italian that matters is: I am here to declare residence, here is the contract and the permesso, please go slower.
